There is no GM programming ability off  a pro or Elite tablet. It likely cannot be done off the Maxi Sys Elite tablet special  functions available,with GM  but if Gm used the same power train , harness,  and blank pcm in 2000 as it used in 2002 you could  take the  the Maxi Flash Pro (j2534 ) VCI and use it off a windows laptop with a paid 24hour subscription off GM's web site and try and do it that way.
