     when I connect to the OBDII connector the tool powers up but does not communicate and I cannot use the navigation buttons. This happens with USA and Asian cars

     Not enough information Bud . So what was Autel's  New York based support suggestions for dealing with your problem you have with  of what ever kind of scan tool you are having  the problems with?
