Test the battery? Sounds like either a dead/dying battery or a poor ground/power connection. 

 Hi Chris, any codes in the engine controller? I don`t have a wiring diagram handy and have never worked on that model but I`m pretty sure the engine controller provides the ground that kicks the starter relay in. I have heard of computer problems causing your symptom. Post codes at least for the engine if not a full scan.
