Not able to communicate with the ECU.

     I'm working on a 2002 Mazda Protege5. I had to replace both O2 sensors. At some point somebody cut the plug off the UP stream sensor. With everything but back together I plugged the 906BT into the OBD port but i get a message that the transmitter cannot communicate with the tablet. It can not read the VIN or talk to the ECU at all.
     Dose this mean the ECU is bad. The car will not run. I'v checked all fuses and relay's. 

     The car ran befor I satarted doing the work to it.

     Oil pan was replaced
     New O2 Sensors 
     New wheel bearings

    The only thing I can think of is the O2 sensor is misfired but I don't think that should keep the car from starting.

    Any suggestions are appreciated.

      I also tried to use the USB cord to connect the tester to the tablet. Still nothing.

    I know you say you check all fuses. Can you double check the engine fuse 10A behind left kick panel. Is for the main relay and O2 sensors.
