I am trying to change the speed limiter on a 2013 Mustang V6. Is it even possible?  I cant seem to find it.

I doubt you can even adjust the pinion factor /revs per mile to a get accurate speedometer reading if you change the differential gearing or have aftermarket tires of a non stock circumference, let alone mess with raising the rev and speed limiter of vehicles. You might have an option to govern the speed limiter to a lower top speed than what the top speed is typically limited to, which is usually below the top speed rating of the equipped stock tires.

     What?

To answer the original poster's question, it most certainly IS possible to easily change this.  There are plenty of aftermarket devices that will allow this.  These diagnostic devices SHOULD allow you to do this, but probably don't.  My suggestion to you would be to check out something like the Intune from Diablo Sport (www.diablosport.com), which allow you to completely tune your PCM (including limiters).
