Hello MOTO  Do ya hear me now? If exiting apps, and shutting down tablet and restarting doesn't work , if you are within your free update period go to VCI manager and connect J2534 to tablet via usb to the Maxi Sys tablet and see if VCI  needs to be updated. Also go to settings/ connections to make sure airplane mode is off and bluetooth is turned on . Check all 16pins on the main cable connector to be sure none are missing or bent.
