Does car start and run? What isn't working on the car? Did you test all the fuses? especially the vehicle power point ones? Did you unplug all your kid's USB and charger cables plugged.
Plug the the MS906 into it's wall charger for at least 15 minutes and reboot the scanner making sure the scantool battery level is at least 70%
You got battery voltage showing on screen , so maybe make sure that one of the pin 4 or pin 5 at OBD grounds weren't lost
See if it can scan engine in generic OBD2 mode
Supplement battery power with a charger
Update the VCI 100 if it is not at level 2.0 ( don't try it if you are not within free update period)
See if your tool will scan another car , preferably a GM car
See if a different brand scan tool can scan the vehicle
If tool is still in free update period, got high speed internet, and tool has sufficient memory, delete GM and redownload GM software again
Try a hard battery reset on the vehicle itself , disconnect battery for 10 minutes and with the cables disconnected touch together to drain all the capacitors.
