      Mini VCI is only the Bluetooth VCI for the MK808BT and the MK808TS and is not an actual J2534 Device that can be used as a passthrough device for programming ECUs. If you are within update period,  have WIFI , your tool has VCI manager App, you have a USB cable that came with it, following instructions you can check if the VCI firmware is at the latest level.
