Fan's need to work and pull air through both the condenser and radiator. Check between them too. Can't have too much refrigerant, and refrigerant oil in system, or be contaminated with moisture, air, or residual aerosol cleaning agents that might have been used to flush the AC system. Restrictions in system should show up with an infared camera.
