Hello no need for a jumper communication with the cluster is done thru the multiplex
underdash fuse relay box check fuse number 4,8,10 in underdash fuse relay box and
also fuse number 9 at the under hood fuse relay box which is the one that feeds the
under dash box  and also feed the dlc connector so the scanner will not power on if this is the case , and don't forget the grounds located under right side of dash both grounds,  dlc data line circuitits  are pin 14 of dlc gray wire to pin p14 of underdash box and pin 9 of dlc brown wire to pin 7 in under dash box , voltage and grounds at the cluster will be ( b18) yellow wire  ( b13) yellow and red wire  ( a10) white red wire (b19) wite red wire  the grounds will be (a15) black and (b3) also black,is the cluster the only module your not been able to communicate with  do you have communication with the ecm its the immobilizer system working one more thing  in the event that the multiplex unit is replace programming is required you will find this option under immobilizer system  good luck  if you have ondemand5  go to system wiring diagram computer data line there  you will find every single wire involved in the system. cheers

 You should not have any problems communicating with the ds708 if all the powers and ground are found at the cluster replace cluster  cheers.
