Is it a newer 1.9  with pump/injectors?  I'm not familiar with the Caddy, I believe it uses a mechanical fuel pump (lift pump) located in the back of the head. The older 1.9 TDIs used a "mechanical" injection pump with no separate transfer pump. You could not activate pump itself since it was mainly mechanical.
