Just found out that Nissan doesn't program the valve body TCM for the 5 speed auto transmission to the VIN anymore. Can I program or marry the new TCM to the vehicle with the Autel Mini?

sorry no, and most of the new tcm/valve body being released by nissan can only be flashed with the v12 interface. that is the new interface being used with consult3+ software, not even the nissan j2534 software (ners)can be used for blank tcm flashing/programming, it is only possible with the consult3+ software and its v12 interface + the sub of course . there are a couple of hacks going around, don't try them, I already did  for you, all of them , and they are useless. if you can not afford the original one, the china clone works pretty good. i have used/tried  it, and  compared to my original one, no difference, also  a few of my friends and so far no issues. only use the software that comes with it, do not update.

there is a new NERS j2534  software version 3.06 which supports the blank  ecm, tcm  programming but the rear wheel drive  in question is not supported yet, maybe in the future it will.  https://www.nissan-techinfo.com/J2534.aspx   I have not had any luck at all with the consult3 plus from china, buy a used original if you can find one is my best advice.
