Did you click on the function viewer app on your tool and look under immobilizer, skim , skreem for key programming. Not sure but PIN # entry may be necessary, and PIN retrieval may be required or you may need to get it from a cooperative dealer. Not all Chrysler products of that era were equipped with Immobilizer keys (SKIM/ SKREEM ). My wife's 2003 Chrysler Town and Country doesn't have immobilizer keys.
