I think The tool is only capable of reading information and mileage from off the original and writing the same mileage to a new replacement after it is replaced. if there is any provision to edit the mileage , it would need to be a higher figure.You might be able to write a VIN# to new cluster,  It is Not some feature for Used Car Gyppers and Flippers to enter lower mileage readings on junkyard clusters.
