    This is a new WIN module from the dealer? They don't need programmed, you just run
    the WIN replaced function. Was anything else replaced?
    It sounds like you have no communication or intermittent communications with the
    PCM. You must have comunication with the PCM to install a WIN module.
    Why are you changing the WIN? Maybe your problem is not the WIN after all.
