     I am working on this vehicle that was rebuilt so it has me wondering if it has incorrect parts.

    Just checking to see if anyone has seen this issue before.

    See what the # is on the sticker is on PSCM on the rack and run it past the Ford Parts department with the VIN#/
    Maybe if correct part and you have a J2534 , a laptop , and purchase a Ford subscription you can reflash it.
