Can the MaxiIM KM100 make a copy/clone of 2012 VW factory key without a CS code?

     I have the 2026 Autel MaxiIM KM100 Key Fob Programming Immobilizer Tool
    Can the MaxiIM KM100 make a copy of 2012 VW factory key without a CS code? 
    I have the factory key and a universal key fab that came with kit. 
    I keep getting prompted to enter the CS code
    Not able to communicate with immobilizer

    Hi you need heavier equipment !ike VCRs/vag-com or a xhorse vvdi tool ,connect it
    directly to the car's immo module instrument cluster to extract the pin

    Is this what you use when programming 2012 Voltswagon EOS push button keyless entry cars?  
    xhorse vvdi tool? Is that the full name for it? How much does it cost, $1500?
